Know at any moment which boats are still afloat, and which one is late. The day's header records who was on duty and the conditions they saw.
Sailing, rowing, paddling and windsurfing clubs, activity centres and anyone running a duty officer system.
2 pages, in this order:
Printed under the title: Every boat signs out before it goes afloat, with who is aboard, where they are going and when they are due back, then signs in as soon as it is ashore, so the duty officer can see at a glance who is still out.
A boat that has not signed in is still out. Sign out before you launch and sign in as soon as you are ashore, even if you come back early or land somewhere else, and phone the club if you do. Whether anyone goes afloat today, and with what safety cover, is the duty officer's call under the club's own rules; no conditions or limits are printed here.

Whether boats go afloat, and with what cover, is the duty officer's call under the club's own rules, and it depends on the water, the boats and the people. The sheet records the conditions as observed, so the decision is written down.
That sheet tracks who has borrowed an item and when it is due back. This one is a safety record: who is on the water, where and until when, so an overdue boat is noticed.

Find a closed vent, a dead kill cord or a loose engine clamp before a rescue depends on it. The go or no-go is written down and signed.
Leave a shore contact with everything they need if the boat is overdue. It also makes you write the passage plan down before you cast off.
Put the trip on paper before you launch and leave a copy behind, so somebody knows where you went and when to worry.
Keep a damaged boat off the water until it is repaired, with who found it and who fixed it. The numbered tag ties the boat to its line on the sheet.
